RULES & REGULATIONS
INTRODUCTION
The following Rules and Regulations, and Architectural Control Standards have been adopted by the Board of Directors of Dogwood Hills Condominiums in accordance with the covenants and By-Laws; not only to protect the architectural integrity and harmony of the community, but also promote the safety and welfare of residents and maintain an acceptable quality of life.
It should be remembered that the Rules and Regulations do not replace the By-Laws, which the Board of Directors uses as its primary governing document. Both documents are in force. In case of conflict between the wordings of these documents, the By-Laws will prevail.
The Rules and Regulations shall apply to all property owners, their residents, family members, tenants, occupants, agents, visitors, employees and guests; and shall be enforced by the Board of Directors in accordance with the applicable Covenants and By-Laws.
In establishing and maintaining the Rules and Regulations, or Standards, the Board shall make every effort to ensure that they do not affect unit owners’ right to the enjoyment of reasonable and unrestricted use of their property or privileges of ownership.
The Rules and Regulations and Standards may be modified, repealed or amended at any time by a resolution of the Board of Directors when deemed necessary in the best interest of unit owners/residents and the community.
Articles I. through V. apply to all of Dogwood Hills, including the efficiency building located at 351 Sweetgum Drive. Articles VI. through XI. apply only to the efficiency building at 351 Sweetgum Drive.
I. Solicitation
1. No type of solicitation, private or commercial is allowed in Dogwood Hills.
2. No one may post any advertisements, signs or posters of any kind in or on the unit or anywhere in the common areas. The exception being a yard sale sign posted at the main entrance (Heritage Blvd.) and in front of your condo the day prior and removed the day of.
3. An owner/realtor may place one (1) professionally fabricated sign in one (1) window.
II. Uniform Appearance
1. All visible window coverings must be white.
2. Replacement of all windows and doors must be approved by the Architectural Committee.
3. No one may hang laundry outside of unit.
4. No one may store anything in front of or adjacent to any unit. This includes but is not limited to toys, bikes, buckets, brooms or mops. Storage should be in tool sheds or neatly behind units.
5. No one may locate firewood closer than five (5) feet from the units. Firewood must be stacked neatly to the rear of the units and must be located so as to not impede the lawn care function.
6. No one may throw garbage or trash outside of unit. Trash is picked up every Thursday at 7 a.m. or later. All garbage and trash must be in the closed container provided. You may place trash bin curbside Wednesday evening. Trash bins should be placed at the curb with wheels facing your condo.
7. No artificial flowers or plants are to be used outdoors except as door decoration. No empty planters or pots may be left on grounds or porches.
8. All LP (propane gas) tanks must be installed and enclosed with approval of the Architectural Committee.
9. No one may install a TV satellite dish or radio antennas without approval of the Architectural Committee.
III. Conduct
1. All condominium units shall be used for residential purposes only.
2. Everyone must act in a manner so as not to unreasonably interfere with the peace and enjoyment of neighbors in Dogwood Hills. Excessive noise of any kind will not be tolerated between the hours of 10:00 p.m. and 8:00 a.m.
3. Any time a pet is outside the unit, it must be on a leash and attended by a responsible person. Under no circumstances are pets to be left unattended or on a tether line. Excrement must be cleaned up and removed immediately.
4. Each unit owner is allotted two (2) parking areas near their unit. Overnight parking in the streets is not permitted in Dogwood Hills. Overnight parking in designated areas only. Only vehicles in operating condition and showing a current license plate may be parked in Dogwood Hills.
5. Motor homes, boats and unpowered trailers of any type are not permitted to park in Dogwood Hills. Commercial vehicles are allowed to park in Dogwood Hills only with the written approval of the Board of Directors.
6. No one shall use roller-skates, rollerblades, scooters, or skateboards in Dogwood Hills. Anyone violating this rule assumes full responsibility and shall be held accountable for any liability due to injury or damage.
7. No one shall cause loss, destruction or defacement of any unit or any common area in Dogwood Hills.
8. No one may make any modifications, additions or improvements to the exterior of the unit without prior approval by the Architectural Committee.
9. No one may make any major improvements or additions to the common areas without prior approval by the Lawns and Grounds Committee.
IV. Rules and Regulations
All general requests, complaints, comments or suggestions need to be addressed to the Dogwood Hills Board of Directors via:

Leave a voice message with your name, address, phone number, and request.
Condo owners shall reimburse the association for any expenses incurred as a result of violating the rules and regulations.
V. Owner’s Monthly Assessments (dues)
1. Are due on the 1st day of each month.
2. Considered late after the 10th day of each month and incur a past due late fee.
3. When an account is greater than $220.00 for greater than 60 days, a letter is sent with notification that legal action will follow if the account is not paid.
4. After 90 days late, a lien will be placed on the property.
5. If the account remains unpaid it is then available for board review and approval for foreclosure..
These Rules and Regulations will take effect June 14, 2022 and supersede all other issuances of Rules and Regulations.

VI. Additional Rules and Regulations Regarding the Efficiency Building
​
All rules and regulations that apply to the rest of Dogwood Hills also apply to the efficiency building. The following rules and regulations are an additional supplement that apply only to the efficiency building located at 351 Sweetgum Drive.

VI. Smoke Detectors
​
1. Smoke detectors are located in each unit and in the common areas in the hallways, kitchen (heat detector), and laundry room. There are pull stations located near each of the building's main exits and the two emergency exits. If any of the devices in the common areas are activated, the audible alarms and strobes will activate. If any of the smoke detectors in the individual units are activated, the building alarms will not automatically activate.
2. In the case of a fire, or any other emergency, please activate a pull station on the way out of the building if safe to do so, get to a safe area away from the building, and call 9-1-1. The building's alarm system will not automatically contact emergency services.
3. It is the responsibility of the unit owner and/or resident to maintain the smoke detector in his or her unit. Smoke detectors should be tested regularly and replaced at least every five years.

VII. No Smoking
​
1. Smoking of any kind is not permitted anywhere in the efficiency building at any time. This includes smoking in the individual units.
2. A cigarette butt receptacle is located outside the building on the back patio, and must be used for all cigarette waste after smoking outside of the rear of the building. Smoking at the outside rear of the building is the only place smoking is permitted closer than public roads. Emptying the cigarette receptacle will be the responsibility of the smokers once the receptacle is full.

VIII. Pest Control
​
1. An insect/pest exterminator will spray the efficiency building inside and out approximately every three months. Whenever possible, each resident should be available to allow the exterminator in his or her unit to spray inside. This service will be paid for out of the general efficiency building account. Advance notice should be given prior to each visit of the exterminator.

IX. Residency Restrictions
​
1. Each unit in the efficiency building is limited to only one long-term full time resident living in the unit at a time. Visitors/guests will be permitted on a temporary basis only and must be accompanied by the resident at all times while on efficiency building interior or exterior property.

X. Use of Common Areas
​
1. All common areas inside the efficiency building, including the kitchen, dining room, hallways, laundry room, and living room, are for use by the residents of 351 Sweetgum Drive, and their guests only.
2. Visitors/guests wishing to use the common areas must have explicit permission from one of the residents of 351 Sweetgum Drive prior to each visit and must be accompanied by the resident at all times.
3. Only the residents of 351 Sweetgum Drive are permitted to use the laundry machines/facilities.
4. Keys/keyed access to the two main front doors shall only be provided to the residents and unit owners unless prior permission from the Dogwood Hills board of directors is obtained.
5. All personal items should be kept in the resident's unit and not stored or left in the common areas (inside or outside), unless prior permission from Dogwood Hills board of directors is obtained.
6. The common areas are to be cleaned by a specified contract; however each resident must clean up after him/herself and should respect the common areas as they would his or her own house.
7. Any notes or notices posted in the common areas regarding rules and regulations must be signed by a majority of the Dogwood Hills board of directors.

XI. Pets
​
1. Pets of any kind are not permitted to live in the efficiency building at 351 Sweet Gum Drive. This includes inside the individual units as well as the common areas.
